BACKGROUND
The South LA Eco-Lab is a transformative, community-driven initiative awarded $35 million in 2022 by the California Strategic Growth Council (SGC)’s Transformative Climate Communities Program (TCC). We are creating a greener, healthier and more resilient neighborhood via economic development through climate action. With 11 interconnected projects, the South LA Eco-Lab brings together residents, small businesses, community-based organizations, and public agencies to address long-standing environmental and economic challenges in South Los Angeles. The South LA Eco-Lab builds off the work from the South LA Climate Commons, funded under the Round 2 Transformative Climate Communities Planning Grant.
Rooted in a multi-year planning process, the South LA Eco-Lab focuses on expanding access to affordable housing, creating well-paying green jobs, improving public transportation, and enhancing the local environment with more green spaces and cleaner air. From installing 84 cool roofs and planting over 4,000 trees, to providing 45,255 free annual Metro passes to students and building 16 new EV charging stations, the South LA Eco-Lab ensures that South LA benefits from sustainable infrastructure improvements while protecting residents from displacement.
Through robust community engagement, workforce development programs and displacement avoidance, the South LA Eco-Lab empowers residents to take ownership of these investments, ensuring lasting benefits for generations to come. This initiative not only addresses climate resilience but also builds economic opportunity and social equity, making South LA a model for sustainable urban transformation.

The South Los Angeles Eco-Lab focuses on “Economic Development through Climate Action” to achieve the community’s vision for a socially inclusive, sustainable, green community resilient to climate change, in the heart of South Los Angeles. The South LA Eco-Lab’s synergistic projects are seeds cultivated by community residents, small businesses, CBOs, and public agencies in these neighborhoods. PROJECT AREA DEMOGRAPHIC INFORMATION
After decades of redlining practices, deindustrialization, and disinvestment in South LA, the entire community within our 3.9 square mile project area is 100% disadvantaged (CalEnviroScreen 4.0) and the project meets the definition of low-income communities per AB 1550.
Project Area Demographics:
66% residential; 15% commercial; 7% industrial; and 12% open space and public facilities.
60% of the population in the project area live below the poverty level and per capita income is at $14,470; 33% are unemployed.
85,000 people within the proposed project area, of whom 81% are Latinx, 17% are African American, and 2% are White or other.
In a community embracing various mobility options, 18% use active modes of transportation (walking, wheeling, and taking transit) to commute to/from work.

Position Summary
We seek to hire a part-time Project Manager and Researcher (with the possibility of full-time employment). The role is focused on community-based research, evaluation, communications, and technical assistance to track progress and support success of a Transformative Climate Communities (TCC) grant funded effort in South Los Angeles. TCC is a California state program that funds community-led infrastructure projects and transformative plans for environmental, health, and economic benefits in under-served neighborhoods. TCC is a high-profile program dedicated to empowering communities to choose their vision, strategies, and projects to enact transformational change – all with data-driven milestones and measurable outcomes. Lessons from TCC are relevant for scaling climate action in other disinvested communities.
The Project Manager will engage deeply with the South LA Eco-Lab to advance its goals for a socially inclusive, sustainable, green, and climate-resilient community. Harnessing the leadership and vision of local residents, small businesses, community-based organizations, nonprofits, and public agencies, the South LA Eco-Lab is designed to facilitate economic development through climate action, and transform South LA into a healthier, more thriving neighborhood, one with lush green spaces, clean air, renewable energy infrastructure, and dynamic mobility options for pedestrians, bikers, and public transit riders. The South LA Eco-Lab is a coalition of civic partners that secured a $35 million, five-year TCC grant, in addition to other funding.
Responsibilities of the Project Manager include: building and managing relationships with South LA Eco-Lab partners; developing and refining qualitative data collection instruments such as surveys, interviewing guides, and focus group scripts; directly collecting data with those instruments; analyzing and reporting data in accessible ways; producing journalistic written products about TCC efforts; otherwise communicating about climate action in South LA in ways; presenting findings to community stakeholders and government officials; and supervising students or resident fellows on the aforementioned tasks. The Project Manager will also develop, fundraise for, and may implement a community research fellowship program that would entail training and guiding residents who would utilize their lived experience and skills to participant in TCC research and communication activities in their community. This is a rare opportunity for someone seeking a flexible, 20-hours a week position, with the possibility of increasing to 40-hours per week in 2025. The Project Manager may be required to attend meetings and events in South LA on a weekly or monthly basis. Daily work location can be hybrid, both at UCLA and remote, as mutually beneficial. TreePeople is an environmental nonprofit organization that mobilizes individuals, families, communities, philanthropists, and public agencies to work together to create green, resilient communities by providing education on the benefits of planting trees, capturing rainwater, greening schools, and providing fun environmental educational activities. TreePeople unites with communities to grow a greener, shadier and more water-secure region at homes, neighborhoods, schools and local mountains.
TreePeople is seeking individuals interested in the Community Forestry Apprentice position. The Community Forestry Apprentice will be a part of a workforce development team to primarily plant and care for 4,000 trees in South Los Angeles. This position will conduct various aspects of the project such as tree planting, tree care, volunteer coordination, community engagement, and data collection. Community Forestry Apprentice will be provided with robust training and educational activities to obtain relevant certifications that support the advancement of careers in environmental sectors. Training will include professional development in arboriculture, landscaping, natural resource management, and related fields. The position will be a minimum term of two years to support the completion of the South Los Angeles tree planting project and other related projects in the community.
RESPONSIBILITIES:
Support the organization of community tree planting and tree care events with local volunteers.
Plant and care for 15-gallon street trees.
Drive a truck to transport trees and water trees on a regular basis.
Support the participation of volunteers in urban tree planting and care events.
Utilize and maintain tree data through TreePeople’s web-based inventory.
Gather, monitor and track data of tree plantings through GPS and site maps to comply with funding reporting and to ensure successful implementation of tree maintenance plans.

SUMMARY
Under the direction of the Program Manager, the CRCD Workforce Development Department Career Coach will work with a staff team and key partners to assist adult jobseekers within vulnerable populations (e.g. veterans, disabled, re-entry, homeless) to develop job-readiness soft skills and enter industry-training leading to living-wage careers. The Career Coach will be responsible for recruiting, enrolling, coaching, and connecting jobseekers to career training and further placement support services.
ESSENTIAL DUTIES & RESPONSIBILITIES
Utilize various recruitment strategies, including social media and virtual platforms, to engage the community, partners, and other CRCD departments to recruit and enroll adult job seekers within various vulnerable populations (e.g., veterans, re-entry, disabled, homeless) into WorkSource Center services.
Understand the eligibility requirements, service delivery components, and outcomes of multiple grants assigned to and serve a caseload of participants across these grants.
Serve a caseload of approximately 100+ adult jobseekers with assessment of grant eligibility and enrollment; skills assessments and review of career options; Individual Employment Plans (IEP’s); and soft skills training and career coaching leading to relevant industry training.
Prepare supportive services documentation for targeted-industry training for participants within 3 days of participants identifying their career pathway and submitting the training request.
Enter all eligible participants into WIOA services into the CalJOBS and Salesforce database and maintain daily service activity entries and case notes within the system.
MINIMUM QUALIFICATIONS
Bachelor’s degree in related field; or a minimum four-years of related experience without formal education
At least 2 – 4 years prior experience in providing career coaching/case management /job development services within workforce development, social service, or non-profit organizations.
Experience, comfort, and desire to work with various vulnerable populations such as re-entry, homeless, veterans, disabled, low-income, etc.
